Why have a "Block" mode if violating options can simply be hidden?

"Block" is useful when the company wants the employee to see that they can't book and why. It provides transparency: the employee understands the limits and can discuss them with the manager. "Hide" is a stricter mode for when the policy must be enforced without discussion.
