What happens with the same price in different cities under different limits?

Suppose a general limit of €100 and a Paris city limit of €200. On search: a flight to Paris at €150 — within policy (Paris limit €200 applies); a flight to Berlin at €150 — violation (general limit €100 applies). Same price, different result, because the limits differ.
