What is the "Only fully refundable" restriction for hotels?

Restricts bookings to rates that allow cancellation. Non-refundable rates are flagged as violations (even if cheaper). Useful when plans may change and the company wants the option to get money back. The same switch exists separately on the Flight tab for flights.
