Yes, while it is pending. Add or remove services as usual: the trip stays pending, the approver is notified and the card shows Changed after submission. You can also withdraw the whole trip with Cancel trip in Approval → My trips. Once a trip is approved, removing a service keeps the approval, but adding one returns the trip to draft and you send it for approval again.
